As administration officials scrambled to fix technical problems on an online insurance marketplace that is central to the success of the Affordable Care Act, Obama blamed private insurers for a separate problem that has critics questioning his honesty. But the termination of individual policies has given his Republican opponents additional ammunition to criticize the program they have tried to stop since its inception in Obama's first term. Republicans' assertion that Obama had broken a major promise to the electorate is potentially more damaging than the glitch-ridden website rollout on October 1.

"Edward starts work in November," lawyer Anatoly Kucherena said, according to state-run news agency RIA. Snowden, 30, a former National Security Agency contractor who disclosed secret U.S. internet and phone surveillance programs, fled to Hong Kong and then to Russia in June. President Vladimir Putin rejected U.S. pleas to send Snowden home to face charges including espionage, and the temporary asylum he was granted in early August can be extended annually.

The statue of Sardar Vallabhbhai Patel, who was first Prime Minister Jawaharlal Nehru's deputy and his interior minister, but often at odds with him, is to be built on a river island in Gujarat, the home state of both Patel and Modi. "The world will be forced to look at India when this statue stands tall," said Modi, who rules Gujarat as chief minister and is the leading opposition candidate for prime minister in general elections due by next May. His main rival in the election is the ruling Congress party's Rahul Gandhi, Nehru's great-grandson. Thursday marked the 138th birth anniversary of Patel, and Modi said earlier this week: "Every Indian regrets Sardar Patel did not become the first prime minister.

U.S. Marine Corps F-35B fighter jet drops a laser-guided bomb at Edwards Air Force Base, CaliforniaBy Andrea Shalal-Esa WASHINGTON (Reuters) - The Lockheed Martin Corp F-35 fighter jet dropped a 500-pound bomb this week, hitting a tank at Edwards Air Force Base in California and marking the first time the new warplane has fired a laser-guided weapon, the Pentagon said Wednesday. An F-35 B-model jet released the Guided Bomb Unit-12 (GBU-12) Paveway II bomb from its internal weapons bay while flying at around 25,000 feet, successfully smashing into a tank parked on the ground, the Pentagon's F-35 program office said in a statement. It took 35 seconds to hit the target. "This guided weapons delivery test of a GBU-12 marks the first time the F-35 truly became a weapon system," said Marine Corps Major Richard Rusnok, the pilot who flew the plane during the weapons test Tuesday.

By Treena Shapiro HONOLULU (Reuters) - Hawaii's state Senate approved legislation on Wednesday to legalize same-sex marriage in a state long popular as a wedding and honeymoon destination, voting overwhelmingly to repeal a voter-approved constitutional amendment banning gay matrimony. The 20-4 vote in favor of the bill, with three Democrats joining the state Senate's lone Republican to oppose the measure, came two days after the start of a special session called by Democratic Governor Neil Abercrombie to take up the legislation. If the bill is approved, as expected, by the state House of Representatives - where Democrats outnumber Republicans 44-7 - Hawaii would become the 15th vote to make it legal for gay and lesbian couples to wed. Abercrombie has said the proposal was crafted to address opponents' concerns that legalizing gay marriage would infringe on religious freedom.
