As the annual round of fractious negotiations lurched into extra time, European climate commissioner Connie Hedegaard accused a group of developing countries of opposing the "push" towards the deal, which must be inked in Paris in December 2015. "There is still a group of like-minded (countries) who thinks differently, who tries to reinstall the firewall," she told journalists -- referring to existing arrangements that impose targets only on rich nations for cutting climate-altering greenhouse gas emissions. "You'll understand that that is not acceptable to the European Union, but I also think to really many others, because they know that only if all of us do our utmost in the years after 2020, we will get what we really need."

By Stian Reklev WARSAW (Reuters) - U.N. negotiators on Friday agreed rules on financing forest projects in developing nations, paving the way for multi-billion dollar investments from governments, funding agencies and private firms in schemes to halt deforestation. The agreement on "results-based" funding for Reducing Emissions from Deforestation and Forest Degradation (REDD) was a rare breakthrough at the climate talks in Warsaw, where negotiators are struggling to make progress in discussions on emissions cuts and climate change aid. The deal was "another big step forward", said Ed Davey, the British minister for energy and climate change. Under the new rules, the fledgling Green Climate Fund will play a key role in channeling finance for projects to host governments, who in turn must set up national agencies to oversee the money.

What 11 Billion People Mean for Climate ChangeBut while most climate predictions look ahead to the potential risks 50 or 100 years from now, there are places around the globe that are already being impacted by global warming.  Satellite measurements have demonstrated that the waters of Australia's Great Barrier Reef have warmed by 0.36 degrees Fahrenheit (0.2 degrees Celsius) on average over the past 25 years. A 2012 study published in the journal Proceedings of the National Academy of Sciences found that half of the Great Barrier Reef was lost in the past 27 years.  Higher-than-normal ocean temperatures cause corals to expel the tiny animals and algae that live inside them.

Severe winds leaves two dead, 50,000 without power in San Francisco area

(Reuters) - The San Francisco area was hammered by strong winds that knocked down trees and power lines on Thursday, leaving at least 2 people dead and more than 50,000 without power in California. Wind gusts, some in excess of 50 miles per hour, were driven by a storm system that hit arid parts of the state to the south, according to the National Weather Service. In Oakland, a city of roughly 400,000 outside of San Francisco, a car struck a fallen tree, killing an occupant in the vehicle at roughly 8:30 p.m., police said. Another person was killed, though the exact cause of death was unclear, after a power line was knocked down to street level.

Exasperated green groups walked out of faltering UN climate talks in Warsaw on Thursday as rich and poor nations bickered about who must do what to curb planet warming. Negotiators were at loggerheads on the penultimate day of talks over divvying up responsibility for cutting greenhouse-gas emissions and scaling up aid to poor states vulnerable to climate change effects. "The Warsaw climate conference, which should have been an important step in the just transition to a sustainable future, is on track to deliver virtually nothing," said a statement announcing the groups' decision to "voluntarily withdraw". The signatories are Greenpeace, WWF, Oxfam, ActionAid, the International Trade Union Confederation and Friends of the Earth.
