$5 billion in cuts to food stamp program go into effect

Food stamps look ripe for the picking, politically speaking. Through five years and counting of economic distress, the food aid program has swollen up like a summer tomato. It grew to $78 billion last year, more than double its size when the recession began in late 2007. That makes it a juicy target for conservative Republicans seeking to trim spending and pare back government. But to many Democrats, food stamps are a major element of the country's commitment to help citizens struggling to meet basic needs. The cuts to the program, formally called the Supplemental Nutrition Assistance Program (SNAP), will pinch almost 48 million people and could be followed by an even bigger slash. The cuts come as a four-year increase in funding to the food stamp program reaches its expiration date. The food stamp cuts, scheduled to take effect on Nov. 1, are distinct from possible additional slashes to the program included in the farm bill – broad legislation covering America's agriculture and nutrition policies, including the food stamp program.

This camp, the size of a modern city, is far from modern.

"We have completely stopped the operation of (Gaza's sole) power plant this morning at 6:00 am (0400 GMT) because we don't have a single litre of fuel," Fathi el-Sheikh Khalil, the authority's deputy chairman, told AFP. An AFP correspondent in the Gaza Strip said the electricity supply had been cut off across most of the territory. Khalil blamed the power outage on Egypt's destruction of tunnels used for bringing fuel to Gaza and accused the Western-backed Palestinian Authority of charging Hamas too much for its fuel.
